    Working at Heights Program Overview

    This CPO-approved training program meets the Ministry of Labour's Working at Heights Training Program Standard and is required for workers on construction projects who may use a method of fall protection.

    Mandatory Ontario Compliance

    Under Ontario's Occupational Health and Safety Act (OHSA) and Regulation 213/91 (Construction Projects), employers must ensure workers who use fall protection systems complete a CPO-approved Working at Heights training program. Certification is valid for 3 years before recertification is required.

    Full Certification

    Working at Heights Certification

    A full-day (~8 hour) CPO-approved program for workers who have not previously completed Working at Heights training or whose certification has expired. Covers both theoretical knowledge and practical hands-on skills evaluation.

    Recertification

    Working at Heights Recertification

    A half-day refresher program for workers whose current Working at Heights certification is approaching expiry (within 3 years). Updates knowledge of fall protection standards, equipment, and regulations.

    The Working at Heights Training Program Standard requires both theoretical and practical training modules covering:

    Rights & Responsibilities

    OHSA rights, employer/worker duties, and recognition of fall hazards under the law

    Identification of Fall Hazards

    Recognizing fall hazards on construction sites including roofs, scaffolds, ladders & openings

    Elimination & Hazard Control

    Hierarchy of controls, eliminating fall hazards, and selecting appropriate protective measures

    Warning Methods & Physical Barriers

    Use of guardrails, travel restraint systems, warning barriers and control zones

    Fall Protection Equipment

    Full body harnesses, lanyards, lifelines, anchor points, and connecting components

    Equipment Inspection & Care

    Pre-use inspection, defect identification, maintenance, storage, and equipment retirement

    Anchor Points & Anchor Systems

    Selecting and verifying suitable anchor points; minimum breaking strength requirements

    Rescue Planning

    Developing a fall rescue plan, suspension trauma awareness, and emergency response procedures

    Practical Hands-On Evaluation

    In addition to the theoretical component, all participants must successfully complete a practical evaluation demonstrating competence in:

    • Harness Donning & Fit: Properly inspect and put on a full body harness with correct adjustment.
    • Equipment Inspection: Perform a pre-use inspection of lanyards, lifelines, and connecting hardware.
    • Anchor Selection: Identify and connect to appropriate anchor points meeting load requirements.
    • Fall Arrest vs. Travel Restraint: Demonstrate proper use of both systems in simulated scenarios.

    Completion & Certification Requirements

    • Attendance: Attend and participate in 100% of the training program.
    • Written Evaluation: Achieve a passing score on the written knowledge assessment.
    • Practical Demonstration: Successfully complete the hands-on practical evaluation of fall protection skills.
    • CPO Certification: Receive a Chief Prevention Officer (CPO) approved certification valid for 3 years.
